European legislation and policies that promote REPowerEU

There are several key pieces of legislation and policies at the European Union (EU) level that promote the development and deployment of renewable energy sources as part of the transition towards Renewable Energy Power for Europe (REPowerEU).

Renewable Energy Directive (RED) - The RED is an EU directive that sets binding targets for the share of renewable energy in the overall energy mix of EU member states. The current target is for renewable energy to account for at least 32% of the EU's gross final energy consumption by 2030. The directive also sets out rules for the development and promotion of renewable energy, including support mechanisms for renewable energy projects.

NATIONAL RECOVERY AND RESILIENCE PLANS

National Recovery and Resilience Plans refer to a set of measures and investments implemented by the European Union and its member states to address the economic and social impact of the COVID-19 pandemic. The plans aim to support the recovery and resilience of the European economies, as well as to accelerate the transition to a more sustainable, digital, and inclusive economy. The Recovery and Resilience Plans are based on three pillars: the green transition, digital transformation, and social cohesion. The plans include investments in areas such as renewable energy, energy efficiency, sustainable mobility, digital infrastructure, research and innovation, and social policies. The European Union has established the Recovery and Resilience Facility, a fund of €672.5 billion, to support the implementation of the Recovery and Resilience Plans in the member states. The plans are closely linked to the EU's long-term strategic vision, such as the European Green Deal and the Digital Single Market strategy.


To access this funding, each member state was required to submit a Recovery and Resilience Plan (RRP) outlining their proposed reforms and investments. These plans aim to support sustainable and inclusive growth, increase resilience to future crises, and contribute to achieving the EU's climate and digital goals. The plans are expected to focus on areas such as job creation, social protection, healthcare, education, research and innovation, and environmental sustainability.

RECOVERY AND RESILIENCE FACILITY

The Recovery and Resilience Facility (RRF) is a fund established by the European Union to support the recovery and resilience of the EU economies after the COVID-19 pandemic. The RRF is part of the EU's Next Generation EU recovery package, which aims to provide a total of €750 billion in support to the member states. The RRF has a budget of €672.5 billion, with €312.5 billion in grants and €360 billion in loans.


The grants component provides a total of €312.5 billion in non-repayable funds to the member states, which can be used to finance a wide range of activities related to the green and digital transition, as well as the social and economic recovery of the member states. The grants are distributed based on a transparent and equitable allocation mechanism that takes into account the member states' economic and social needs, as well as their reform and investment priorities.


The loans component provides a total of €360 billion in low-interest loans to the member states, which are designed to support their investments in the green and digital transition, as well as their structural reforms. The loans are provided on favorable terms, with a long repayment period and a low-interest rate, which makes them an attractive financing option for the member states.


To access the RRF funding, the member states are required to submit recovery and resilience plans that outline their investment and reform priorities, which must be in line with the EU's strategic objectives, such as the European Green Deal and the Digital Single Market. The plans are evaluated by the European Commission to ensure their compliance with the EU's rules and objectives, and once approved, the funding is disbursed to the member states in tranches, based on the achievement of specific milestones and targets.
