Social Climate Fund (A9-0157/2022 - David Casa, Esther de Lange) 22-06-2022
 

I voted on the three key pieces of European Union legislation that are part of the "Goal 55 in 2030" package, while being the shadow rapporteur for the opinion on the proposal for a regulation of the European Parliament and of the Council establishing a Social Fund for the climate.
The main objective of the Social Climate Fund is to support those most affected by energy poverty and those who are unable to travel due to their low incomes. The Social Climate Fund should support:
• temporary direct income support measures (such as reductions in energy taxes and fees) to deal with the increase in the price of road transport and heating fuels;
• investing in building renovation, renewable energy and switching from private to public transport, car sharing and active modes of transport such as cycling. Measures can include fiscal incentives, vouchers, subsidies or zero-interest loans.

Increase in REACT-EU pre-financing (C9-0127/2022) 07-04-2022


I supported the proposal for an extraordinary and targeted change to the legal framework that would enable support for EU Member States to be quickly mobilized to address the migration challenges resulting from Russia's military aggression.
It is planned to increase the amount of pre-financing paid under REACT-EU from 11% to 15% for all EU member states. The countries bordering Ukraine (Hungary, Poland, Romania and Slovakia) and those that accepted the largest number of refugees from Ukraine, equal to more than 1% of their population - Austria, Bulgaria, the Czech Republic and Estonia - will be able to receive 45% instead of 11%.
The additional funds will support EU countries in creating appropriate conditions to guarantee the rights of people coming from Ukraine and to ensure shelter, adequate health care, social adaptation, as well as access to education and employment.

External interference in all democratic processes in the European Union (A9-0022/2022 - Sandra Kalniete)  09-03-2022


I supported the recommendations made in the report of the European Parliament's special committee on external interference in all democratic processes in the EU, including disinformation, to build greater resilience against external interference in the European Union and its member states.
A coordinated European strategy against external interference is needed as a guarantee to protect democracy, while developing critical media and information literacy, ensuring cyber security against hybrid threats and building global cooperation to protect the rights and freedoms of citizens.

Specific program for the implementation of the Framework program for scientific research and innovation "Horizon Europe" (A9-0118/2021 - Christian Ehle)

I voted in favor of the Horizon Europe research program for the period 2021-2027 and of the Horizon Europe specific programme, for which I had the honor to be the shadow rapporteur.
The research and innovation program has a total budget of €95.5 billion, including €5.4 billion from the Next Generation EU recovery plan. It will also promote decarbonisation, digitalisation and innovation in industry.
The Research Program provides short- and long-term funding for research and innovation related to global challenges, including the fight against climate change, the COVID-19 pandemic, and digitalisation.
Horizon Europe funds represent the largest amount ever allocated from the EU budget to digitization and research in the field of digital technologies. The program will also provide support for innovative SMEs and for European research infrastructure. It will also provide an additional €1 billion secured by Parliament for basic research, which will be distributed through the European Research Council.

Creation of a Recovery and Resilience Mechanism (A9-0214/2020 - Eider Gardiazabal Rubial, Siegfried Mureşan, Dragoș Pîslaru) 09-02-2021


I voted in favor of the biggest structural element of the Next Generation EU stimulus package. This is the Recovery and Resilience Mechanism, the main objective of which is to help EU countries deal with the consequences of the COVID-19 pandemic.
The facility provides grants and loans of EUR 672.5 billion to finance national measures designed to mitigate the economic and social consequences of the pandemic. The purpose of the funds is to support key policy areas such as the transition to a green economy, digital transformation, crisis preparedness, and policies targeting children and young people. Respect for the principles of the rule of law and the fundamental values of the EU is a prerequisite for receiving funding.

Today I also supported the implementation of comprehensive policy recommendations to achieve an economy that is carbon neutral, environmentally sustainable, non-toxic and fully circular by 2050 at the latest. Achieving the goals of the Green Deal will only be possible if the EU moves to a circular economy model, which will also lead to the creation of new jobs and open up significant opportunities for businesses.
Product-specific standards should be set so that products on the EU market are functional, durable, reusable, easily repairable, non-toxic, upgradable and recyclable , contain recycled content and be resource and energy efficient.

General budget of the European Union for the financial year 2021 - all sections (A9-0206/2020 - Pierre Larrouturou, Olivier Chastel) 12-11-2020


I voted in favor of next year's European Union budget - the first of the period of the new Multiannual Financial Framework 2021-2027. I also expressed my support for the resolution accompanying and reflecting the vote on the financial resources drawn up by the main rapporteur for the budget of European Commission Pierre Laroutroux (S&D, France) and the rapporteur for the administrative budget of the other institutions, Olivier Chastel (RENEW, Belgium).
The main thrust of the budget is to "promote fair, inclusive and sustainable growth, creation of high-quality jobs with a long-term plan for socio-economic cohesion". The 2021 budget should focus on mitigating the effects of the pandemic and supporting the recovery, building on the Green Deal and digital transformation.
Other important additions to next year's budget were voted on in areas such as climate change, energy, the digital and transport nexus, small and medium-sized enterprises (SMEs), tourism, security, migration, fundamental rights and foreign policy activities.

Establishment of an EU mechanism on democracy, the rule of law and fundamental rights (A9-0170/2020 - Michal Šimečka) 07-10-2020


I voted in favor of the report because it proposes the establishment of a permanent mechanism - an annual monitoring cycle in all Member States - to replace and complement several existing instruments that have proved insufficiently effective to protect the EU's fundamental values, while violation.
I express the position that it is extremely necessary for the European institutions, as the guardians of the Treaties of the Union, to provide a coordinated and efficient foundation for the defense  of  democracy, the rule of law and the fundamental _cc781905 -5cde-3194-bb3b-136bad5cf58d_rights that serve citizens as a guarantee for  their  freedom, security and justice.

European Climate Legislation (A9-0162/2020 - Jytte Guteland) 07-10-2020


I voted in favor of the European Climate Act because I support the ambitious European policy of all EU member states becoming carbon neutral by 2050.
The new legislation aims to make the political promise of a climate-neutral EU by 2050 a binding obligation. It will also provide European citizens and businesses with the legal certainty and predictability they need to make the transition.
I support targets for every single Member State to become climate neutral by 2050, making the EU 'emission negative'.
